Under the provisions of paragraphs 104 and 151, Special Regulation, No. 43, War Department, 1921, Boards of Officers as hereinafter constituted are appointed to meet in the city of Richmond, Va., at the call of the/presidents thereof, for the examination of such persons as many be authorized to appear before the Boards to determine their fitness for appointment or promotion in the Officers' Reserve Corps:

The junior Regular Army member of each board will act as recorded. The Boards will be guided by the requirements of Sections XIII and XVIII, Special Regulations No. 43, W.D., 1921.
The proceedings of the Board will be prepared in duplicate and forwarded to these headquarters as soon as completed.
Each officer of the Officers' Reserve Corps detailed on these boards has signified his willingness to serve without compensation, there being  no public funds available for this purpose.
