EXPERIMENTAL DEVELOPMENT OF MILITARY AIRCRAFT BASED ON TACTICAL REQUIREMENTS

The first and most important step in successful prosecution of any scientific development is the statement of the problem, i.e. the determination of what is to be done. The simplicity and obviousness of this idea is no guarantee that it will be done without a definite plan. 

THE PROBLEM
The formulation of the problem U.S. Air Service military aviation is of just such primary importance. Its factors include an analysis of tactical requirements based on service requirements, actual experiences in the World War, developments since and, in a measure, some speculation of future demands. 
When completely formulated and stated, by the Tactical Agency, within broad limits, the problem should be transmitted to the Engineering Agency and the specific problem be solved by whatever means or devices that can accomplish the mission required. 

A SUGGESTED SOLUTION
The method accomplishing this end may be found in the coordinate use of the three elements called coordination Boards, outlined below. 

I. Tactical Board
The tactical requirements as laid down by this board should be the basis for engineering development. 
The Tactical Board should be made up of the most experienced pilots of proven ability and sound judgement, each representing the major divisions of aerial operations, namely, pursuit, observation, bombing, marine and training.
