d. The group to be the basic Air Corps tactical and administrative unit. The present policy of making each squadron self-supporting and independent results in an extremely large overhead and restricts the mobility of squadrons in the field. The consolidation of certain tactical and administrative services within the group is more efficient and results in a considerable saving in the number of personnel required for these duties. When it becomes necessary for squadrons to operate away from the headquarters of the group, especially in time of peace, special administrative arrangements may have to be made.

e. Each tactical group to consist of -
 1 Headquarters squadron
 1 Service squadron
 2 or more Tactical squadrons.

f. The headquarters squadron of the group should contain all technical and administrative personnel, excepting engineering, transportation and supply, and will include sections organized to perform the major functions relating to photography, armament, communications and other technical operations. Small units ,such as photo sections and communications sections, will be eliminated with a great saving in administrative overhead and consolidated in the headquarters squadrons, effecting a savings in operations personnel as well. This headquarters squadron should not be confused with the present headquarters squadron - Table No. 273 W - which it is not proposed to eliminate as being unnecessary. The function of this former headquarters squadron being performed by the observation united attached to the Army air troops and the GHQ troops. It is proposed that the head quarters squadron shall replace the present group headquarters and that the organization in this respect will be similar to that of an Infantry regiment.

g. The service squadron should be so organized as to perform supply and engineering work for the group, except minor maintenance carried on in the tactical squadron, and furnish all non-specialized transportation. The service squadron should have all passenger vehicles and shop and repair trucks, except radio, photographic and armament.

h. The tactical squadrons will be organized into flights with the same total number of planes in the squadrons as is now provided by present war tables. A sufficient reserve of planes should, of course, be provided in the supply units throughout the air organization.
