VIII. PROPOSED MISSION OF AIR FORCES IN HAWAII.

1. The mission of aeronautics in the Department of Hawaii is, first to gain and maintain contact with any hostile force approaching or operating on the Hawaiian Islands whether air, sea, or land organization; to find the hostile main air force, destroy it and then to destroy the water or land organizations of the enemy; to assist the ground troops in the performance of their missions and act in combination with other forces to aid in the accomplishment of the general mission of land, sea and air forces. 

(a) The mission of the air force is to find the enemy's main air force and to destroy it and then to carry out destructive attacks against his sea or ground organizations. 

(b) The mission of the Air Services is to render to the troops to which it is attached, whether air or
