e. Niihau:  Three hundred and eighty miles from French Frigate Shoals - Population of one hundred and forty-eight. Large sheep ranch with close cropped pastures. Plenty of airdrome space.

3. The latest submarine now being built for Japan has a length of thee [[three]] hundred and thirty feet and a beam of thirty-four feet. Displacement two thousand tons, cruising radius sixteen thousand miles and carries a crew of one hundred officers and men. One submarine of this type is capable of carrying on its deck eighteen crates similar in cubic capacity to those used for shipping our present pursuit planes. This would permit each submarine to land six pursuit planes with fifty per cent spares for replacement. In the case of islands composed of loose sand or ground pitted with burrows, landing mats would be used.
