Nos. 1 and 2 are used against areas: No. 3 definite land or sea targets; and No. 4 against water targets.
2. Dropped bombs are most efficient because they are fifty percent of their weight in explosive and because the fire of dropped bombs can be more accurately placed than any other.
3. Water torpedoes can be used only close to the water. This type projectile has a limited range and carries only twenty per cent of its weight in explosive.
4. The amount of explosive, gas, phosphorous, smoke or incendiary substance necessary to attain the object of this attack must be estimated according to the character of the target.
5. Seacraft may be divided into three categories.
a. Armored, such as battleships and battle cruisers. (Bombs to be used against above, 1100 or 2000 lbs. high explosive).
b. Protected, such as cruisers carrying armored deck, etc. (Bombs 600 or 1,100 lbs. high explosive)
c. Unprotected, which includes all other seacraft. (Bombs 300 or 600 lbs. high explosive)
