Under present conditions divided responsibility between the Army and Navy would make it impossible to operate in time of war. As the Navy's functions by law are prescribed to work at sea, the necessity of maintaining any share establishments is very small an whatever facilities they need can be allotted them from the army and be entirely satisfactory.
5. Wheeler Field and adjacent land is sufficient for the installation of a wing of three groups.
6. One more area on the island of Oahu, approximately a mile square should be selected for the installation of another wing of three groups.
7. The air troops in Hawaii should be equipped to fulfill the particular functions assigned them. The pursuit, bombardment, and observation should be equipped with auxiliary gas tanks. The surveillance squadron should be equipped with airplanes of the type of the Barling Bomber. With this type of airplane, reconnaissance could be pushed well out toward Midway Island.
