Therefore, we should make them of re-enforced concrete. In this instance, there is plenty of rock near at hand. Naturally, this little dab of aviation serves no useful purpose so far as its possible use in war is concerned. While we are prohibited from adding materially to the strength of Guam by the Three Power Treaty, these pilots should at least be furnished with equipment that is safe to fly. They are doing very well with what is given them and both officers and men are quite contented under the circumstances, in spite of the isolation. The enlisted men are not required to remain on the Island of Guam for more than one year against their will.
5. Guam impressed me very greatly as a point that had every element necessary for a strong military advance base. It can hold any size air force that one would desire to put there. It can be very easily organised for defense and hold any size garrison. The part can be made a splendid military harbor. If we ever use the southern line of operations against Japan, Guam is a paint of tremendous importance. It has greater strength than our position in Manila, is as class to the heart of Japan, and has an uninterrupted line of small islands stretching not only northwards to Japan but southwards to New Guinea and Australia along which air force could operate.
