in the Babuyanes Group, Fuga and Calayan, just north of Luzon, could be seized and advanced airdromes established twenty miles from the northern coast of Luzon and three hundred miles from the City of Manila. 

4. The climatic conditions in the islands vary with the seasons and the locality. During the dry season or from the middle of October to the middle of June, the climate is ideal for flying. From the middle of June to the middle of October, high winds, rain and typhoons occur. During this period, flying at times is difficult, but not as much so, comparatively speaking, as navigation of the waters by seacraft. 

II. ASSUMED STATE OF WAR.

1. Assuming a state of war should be impending between the United States and Japan, the mission of the United States forces in the Philippines would be to prevent their capture until the arrival of military forces from the United States. This would require some four months, if it were not entirely stopped by the Japanese.
