5. Olongapo, located in Subic Bay, guarded by Fort Wint, could be destroyed by one squadron of planes using six hundred pound demolition bombs. The objective would be the drydock and shops. Fort Wint would be ignored as it is much easier to destroy the naval base and its facilities than to destroy the concrete fortifications guarding it. 

6. A Japanese force operating against the Island of Luzon from Formosa via Fuga or Calayan Island consisting of a bombardment wing of two pursuit groups and one bombardment group, each of one hundred planes and two long distance observation squadrons, could gain control of the air at once. Japan would then have an airways system from her main islands to within twenty miles of the north coast of Luzon. The advance of the air force could be aided by landing parties from submarines or surface craft and supplied by tankers and ammunition vessels, either submarine or surface. The population of Calayan numbers thirteen hundred and ninety-nine. The population of Fuga is seven hundred and forty-six, so no serious resistance could be expected by the invaders.
