19.  The railroad, however, runs through-trains twice a week from Vladivostok to Moscow.  This service is improving, particularly on the western end.

20.  Protection to life and property throughout Manchuria under the Chinese regime appears to be good and I believe that Chang Tso Lin has kept banditry down to a minimum, probably because he understands the bandits' methods, having been a bandit himself.

21.  The improvement in Manchuria since my last visit there thirteen years ago, in agriculture and communications and in population, has been tremendous.

22.  The part of Siberia lying between the Amor River and Bering Straits is both interesting and important from an aeronautical standpoint.  The climate through this part of the world is much the same as that in the interior of Alaska as is the general configuration of the country and the flora and fauna.  When the time comes for establishing airways from the centers of population in America to the centers of population in Asia, the air routes will be over this country and inside or west of the coast ranges.  It is therefore important for us to have a reconnaissance made through this country with that object in view.
