49. The United States cannot stand complacently by under the self-assurance that we control more than half of Japan's trade, that she is "busted", that she is afraid of us, etc., etc. She is perfectly able to make war in a very serious and dangerous manner.

50. What Japan is most afraid of is that something like the sinking of the Maine in Havana harbor might happen in one of her ports. They were very nervous when the army transport Thomas called Nagasaki to coal on her way from Manila and China en route to San Francisco in June at the height of the anti-American agitation. Everything was watched around the ship and particularly the coal as it was passed in, to prevent explosives or chemical weapons being deposited in the bunkers.
