Weapons to be used:
Mustard gas on water supplies;
Phosgene gas on airdromes, cantonments and navy yards;
High explosive on airdromes, naval fuel tanks and City of Honolulu. (The use of high explosive against the city of Honolulu to be combined with notice to evacuate the city within four hours, when it will be subjected to a gas attack.)

All bombs to be three hundred pounders. Assuming that there are 75 percent of bombardment ships ready for duty, the Japanese bombardment will be able to carry 75 tons per attack and will be able to deliver three attacks within the twenty-four hours. No attention will be paid to the naval dry dock because this can be used only for the docking and repair of vessels. It is much easier to sink those vessels than to take the time to destroy the concrete work of the dry dock. If an attack should be decided upon it would be made when a vessel was in the dry dock. The fuel contained in the unprotected oil tanks offers an easy target and its destruction will stop the
