(d) Observation posts with portable radio sets would be established on other islands of this chain. The greatest intervening distance between these islands is from Nihoa to Necker, a distance of 146 miles.
Johnson Island and the Palmyra group are also suitable for observation posts. Distances as follows:
Johnson to Oahu  832 miles
Palmyra to Oahu  1,116 miles
(e) Establishment of airdrome for offensive aviation on either Kauai or Niihau. Unless opposed by a strong air force these islands offer the most favorable positions for airdromes as an airdrome on any of the more easterly islands would expose his line of communications to attack from Oahu. Niihau has a population of 148.
Kauai has a population of 28,000 with 2,000 effect males.
