Submarine bombardment and sorties by landing parties on either Niihau or Kauai. Aircraft would be set up on level pastures near the beach. Working parties would be covered by gun fire from submarines. The remaining hostile portion of the population would be subdued by air attacks and by garrisons landed for protection of the airdromes.
