Having established such a net, the Air Service, using reconnaissance planes could reconnoitre over a radius of 200 miles from either end of the Hawaiian Islands or 300 miles from the Central Command of the Group.

The advantage of the Central Command in being able to obtain accurate information of enemy numbers and equipment from that distance is necessary. 

4. A separate sending and receiving set will be installed in each battery of major calibre artillery for communication between Air Service and battery, and observation plane and battery for fire control. 

5. Radio telegraph sets are installed in Air Service planes. All Commands in the Department are equipped with the same sets and panels for communications with Air Service observers.
