Battle exercises combining the present air force and air service should be held frequently. The Department Air Officer should take personal charge of these operations. Combat and administrative orders should be made to conform to actual battle conditions.

All pilots should be thoroughly instructed in map reading and sketching from an aeronautical standpoint.

A thorough course in navigation should be given all pilots.

Compasses should be compensated in the air with the motors opened at various speeds.

Airway flights over the Hawaiian Airways (now outlined) should be inaugurated and participated in monthly by all pilots.

All pilots should be encouraged to visit all islands of the archipelago both by air and by boat.

The mission of the air force and air service in the Hawaiian Department should be thoroughly instilled in the minds of all pilots.
