memt. Wire, radio and visual signal should be used and the course of hostile aircraft should be plotted on the grid map place for that purpose in the group operations room. After field lighting sets have been distributed to the various fields of the Hawaiian Airways, night airway flight should be made assisted by the lighthouses now in operation and beacon signals from the airway airdromes.

[[underline]] GENERAL RECOMMENDATIONS [[/underline]]

All air force and Air Service activities in the Hawaiian Department should be placed under one central command, and this should be organised along the lines now prescribed for a commander of the air force of an army. The commander of the air force should have a staff, be adequately housed as far as the office room and P.C. is concerned, and should have all elements of the defense against anti-aircraft under his command.
