The air force should be equipped with proper speed boats for working between the islands. A fund should be provided so that all sanpans could be promptly paid for the rescue of crews landing in the water. The Lighthouse Service should be encouraged and helped to maintain beacons on our airways, and to keep on hand four light ships in the Hawaiian Department which could be anchored: 

Two between Oahu and Kauai;
One between Oahu and Molokai;
One between Maui and Hawaii;

respectively, in case of war.

Provision should be made for the station of two airships of the Zeppelin type here and an airship station constructed. These should be used as airplane carriers, for long distance reconnaissance and for fighting other airships. Reconnaissance in these ships could extend from here to Japan and back again and very largely control the sea areas. This is recommended in addition to the heavier-than-air units mentioned above.
