Subject: Aerial Navigation Problem in the Hawaiian Islands.

I. General.

1. Flying operations here are generally in sight of shore and weather conditions are picked so that inter-island flying is accomplished by land-mark pilotage. Lack of proper equipment and training in aerial navigation have prevented more extended operations seaward. Given a reasonably accurate compass and fair weather any pilot would undoubtedly be able to fly out one hundred miles or so in certain directions and return to some point in the islands. But to know one's exact position at all times and to be able to fly with precision between various points
