3. Weather effect.

There is always a possibility of encountering bad weather conditions, particularly during the rainy season, when on a trip extending over several hours. It may be necessary to fly through, around or above heavy rains or dense cloud banks, necessitating corrections in course. Such conditions call for instruments for cloud flying. Cloud flying, incidentally, can be used effectively for surprise attack or for observing undetected. The correction for wind drift is important as the trade-winds are fairly stiff at times in the vicinity of the islands. The possibility of an inter-island system of communication for reporting weather should be investigated.

II. Navigation Instruments needed,

The equipment for actual navigating is not on hand here but is available in the United States. In connection with the use of certain instruments there are a few experimental problems yet to be solved. These are discussed under the heading of the instruments concerned.
