Squadron. The moving of the Squadron is discouraging to the officers and the men of the group and will throw a tremendous amount of upkeep and construction work on the 4th Observation Squadron. With two squadrons here it requires every effort to keep the field and flying going on account of the tremendous overhead at the post. The 19th Pursuit Squadron has gotten excellent training at the field and the pilots are mostly new, or rather, have just come to the Islands, some of them have not been to the Pursuit School, and have had little experience in pursuit training. The 19th Pursuit Squadron, however, has the making of an excellent pursuit unit. The 4th Observation Squadron is functioning excellently and are daily training and doing work with artillery, both coast and field. I believe that this squadron accomplished, perhaps, as many missions as any squadron in the service.

7. I recommend that the tour of duty of flying officers in this department be reduced from three to two years, on account of the rapid strides being made. Aviation Pilots who remain here for such a long period are bound to suffer professionally.
