governmental organization for the development, control, and employment of aircraft in its many phases, peace-time, as well as war-time, require the formation of an executive department of the government, "The Departure of Aeronautics."

[[underlined]]LEGISLATION NEEDED.[[/underlined]]

There should be a legislation to establish and authorize a Department of Aeronautics along the following lines:
(a) There should be established a Department of aeronautics with a cabinet officer as the head of the same.
(b) This department should be charged, under the direction of the President, with:
1. Development and operation of all government aircraft.
2. The provision and operation of all government landing-fields, except such as may be assigned for the uses of other departments of the government.
3. The provision and operation of "aids to navigation" such as beacons, land-marks, etc., throughout the United States, and its possessions, for governmental and commercial uses in the same manner that light-houses establishments provide aids for water-navigation.
