the same pay, etc., as the other heads of the executive departments.
2. The Secretary of Aeronautics to have one or more assistants.
3. The personnel of the Department of Aeronautics to consist of commissioned, enlisted and civilian, organized in a manner similar to that now in effect in the Army and Navy.
4. Commissioned officers of Aeronautics to be appointed from:
(a) Graduates of an aeronautical academy.
(b) By transfer, permanently or temporarily, from the army, navy, or marine corps.
(c) By appointment from the enlisted ranks of Aeronautics.
(d) By appointment of graduates of certain selected universities and colleges.
(e) By appointment from civil life.
(f) Experts in various lines of work to be commissioned on staff basis, without command or authority in similar manner to that governing civil engineers of the navy.
5. The enlisted personnel to be recruited in a similar manner to that in effect in the army, navy, or marine corps.
6. Civilian personnel to be subject to the civil service laws, rules, and regulations wherever same apply.
7. Civilian personnel of certain selected, technical qualifications to be employed at the discretion of the Secretary of Aeronautics, without reference to the civil service laws, rules and regulations.
