and air transportation services ) pertaining to aeronautical equipment) whether acting with aeronautical forces directly under the command of the Department of Aeronautics, or with the aeronautical forces acting with and under the command of the War, Navy, or other departments of the government, shall be furnished from, and belong to, the Department of Aeronautics.

Personnel so acting with and under another department of the government, shall be assigned to that department while so acting, and as such, subject to the laws, rules, and regulations covering the personnel of that department, in so far as they are applicable. They shall be, however, subject to technical control, internal administration and command by the Department of Aeronautics. While so serving with another department of the government, the cost of the aeronautical work shall be borne by the Department of Aeronautics from the appropriations that are made therefor. The pay, allowances, and substance of the aeronautic personnel serving with another than the Department of Aeronautics shall be dispersed by the department under which they are serving and refunded to that department by a transfer of funds, from the Aeronautic Department.
 
14. The commissioned and enlisted personnel of Aeronautics to be organized for internal administration, strategical and technical commerce and employment in time of peace into such units and groups of units, auxiliaries, headquarters, and staffs as may be prescribed from time to time by executive order. The organization during
