a line of regulation, co-ordination and technical control, which extends from the Department of Aeronautics to the army, to the navy, and to the civil departments of the government, as well as to the commercial non-governmental functions. In case of the army and navy and the civil departments of the government, this line of co-ordination and technical control is primarily what may be called a supply and development line, meaning thereby, that its most important function is in connection with the development and co-ordination of the furnishing of equipment and personnel, and its secondary function is that of internal administration and command of the aeronautic personnel assigned to the army and navy as parts of those forces, and the standardization of methods and material. It will be noticed in this chart that this same line runs to a square laboled "commercial", meaning thereby the employment of aircraft in other than governmental uses in which case, the line of control from the Department of Aeronautics is mainly one of regulation, and regulation of a general and not detailed type. 

Under command of the Aero department, and as parts thereof, are placed squares showing an air-college, and also experimental and research functions and lines drawn from these to squares indicate governmental assistance through the Aero department in connection with experimental, research and educational functions for, and in conjunction with, all branches of the government, and
