all other activities must be subordinated thereto, that in time of war the general staff functions are greatly superior to all others. The regulation of "commercial" by "Aero" has been modified by the addition of the word "Control," and also by the insertion of a dotted line indicating the supply, procurement, and standardization line which goes to the army, navy, and civil branches of the government, as well as to "commercial". This dotted line also connects with that portion of the "Aero" Department whose main functions in time of peace consist of experimental and research, and whose functions in time of war have been modified by the supervising of an air-munitions board with its functions of control of the industries, and co-ordination with allied industries. 

3. Brief indication has been made of the modification of the army, aeronautic functions to meet war-time conditions; the main modification being, however, the formation of air forces under the direct command of a commander-in-chief, and not under the command of separate commanders ( which have been formed by the expansion of corps.) A few of the functions of these air forces under direct command of the commander-in-chief have been indicated.
