reached such a state that solely has a matter of economy and efficiency, it will be necessary to provide within Aeronautics, the auxiliaries mentioned.

RECOMMENDED METHOD OF ORGANIZATION.

It is recommended that the draft of a bill be prepared for submission through the regular channels to Congress, embodying the above features.

It is further recommended that the bill should provide for the formation and operation of the "Department" of Aeronautics; immediately upon the enactment of the law and allowing a reasonable length of time (six months or so) to permit of the internal organization of this "department" before the transfer of duties and personnel from other departments of the government.

These recommendations are made because it is very evident after a few weeks' study of the great number of conflicting and interlocking interests and personnel that are involved, several months' careful study and preparation will be necessary before the newly authorized department will be able to take over the duties and functions of departments now functioning.
