governmental function that requires the establishment of a separate executive department for the administration, operation and control of aircraft development and employment as an instrument of government and as a commercial agent.

2. That this department on account of its present and future assets [[strikethrough]] and [[/strikethrough]] as a weapon of national defense, should be organized along a military plan, preferably with a chief appointed from civil life.

3. That the aeronautic personnel needed by the army and navy should be furnished by, and belong to, the Department of Aeronautics, for exactly the same reasons as naval vessels and personnel, although acting with the army, should be, and are, a part of the navy.

4. That where Aeronautics is utilized by other departments of the government, the personnel and equipment should properly be furnished by, and belong to, the Department of Aeronautics, although acting under the command of the department concerned.

5. That the commercial employment and use of aircraft should be regulated and controlled in its different phases by the government departments charged with such duties.

6. That the commercial development and employment of aircraft should be fostered and aided by the government in accordance with some well-defined and established policy. In as much as the aircraft is today at such a stage of development that it cannot
