4. Paragraph 4.
I. No comments.
II. The mission of the mobile forces of the army should be changed to show that the army is now capable, through its Air Force, of adopting the offensive defensive in the defense of the coasts. No longer is it necessary to wait until the enemy comes within range of defensive positions but he may be attacked wherever found within the range of the air force.

5. Paragraph 5.
I. No comments.
II. The composition and organization of the naval coast defense forces should omit naval air stations except those necessary for operations connected with the fleet. The equipment for operations from a shore base merely duplicates that used by the army which can be employed more efficiently.
III. No comments.

6. Paragraph 6.
I. Agreed to, with the exception of (e). Coast defense aircraft should be assigned as needed, and not permanently assigned.
II. Agreed to, except that the Air Force should be listed. Unless the air force is given the prominence that it deserves in the scheme of organization of the mobile forces in coast defense, it will be impossible to stress its importance and possibilities.
III. Areas in defense sectors can now be considered as coming within the area of "defended areas." It is not necessary to rely on the fixed defenses to provide defended areas. The mobility possessed by the air force makes it possible to bring the entire coast lie within this area.
