|   |   |I am, then the appropriations for commercial, naval, and military aviation [[underline]] might very well be included under one head, [[/underline]] to be used first for the development of observation, reconnaissance and combat service in the Army and Navy, and, second, for the development of commercial aviation, which would include the procurement of planes for all purposes and the encouragement of invention, and all that sort of thing. 
(3) MR. KAHN. As I recollect, you stated this morning that you believed in one head for a united Air Service and placing the Army, the Navy and the civil departments of the Government that utilize airplanes under one head. Was that your idea?
GEN. PERSHING. Yes; that is about it, in so far as concerns procurement. 
(4) MR. KAHN. You would create a new or separate branch of aeronautics?
GEN. PERSHING. My idea was that you would retain in the Army a certain personnel and a certain equipment for training flyers and for use in training troops. The same general comment might be made with reference to the Navy. Then, for the Department of Air, which I think ought to be undertaken under some department of our Government.
