as the proposed Army and Navy Air Services are estimated at 25,000 total enlisted men. The Air Department not only could perform all the functions which are being done by the Army and the Navy at present, but, in addition, could do the work required by the various bureaus of the Government in their civil activities which require aeronautical participation on no more cost than the present restricted activities.

The items enumerated above would result in a mon-etary (monetary) saving of some ..... $22,637,000 

The army estimates for the coming year were cut down by the General Staff to about $5,000,000 out of $60,000,000, for the construc-tion (construction) of airplanes, merely to keep the appropriation down, and the rest of the appropriation would be simply applied to upkeep to upkeep of existing fields.
