Sir:

Under instructions from Mr. Adams I have the honor to transmit herewith a letter to him from Mr. Paul Haenlein, for your consideration, together with a paper and drawings giving a description of an invention which he calls a Balloon Locomotive.  Mr. Adams will be glad to forward your reply to Mr. Haenlien, if you will be so good as to send it to his care through the Department of State.
