In taking the liberty of addressing you, I beg to express the hope that for the nature of my communication you kindly will excuse me. 

Allow me to lay before you drawings & description of a balloon locomotive which certainly would be of the highest importance for military purposes, considering that even the common balloon has been often & with success adapted for the above named purposes.

The means by which the common balloon is transferred in a balloon locomotive are based on well known facts & consists the whole project only in a modification & combination of two well known machines & has already been approved both by Engineers & Aeronauts.
