THE Morrow report leaves the air force tied to the battleship and the field gun.

they say it is because an air force cannot "hit and hold."

But neither can a battleship or a field gun if an adequate air force is showering missiles upon either from the air.

The three functions are distinct and separate, much as each needs the co-operation of the other. The army man says the navy cannot "hit and hold." But the battleship is not for that reason tied to the field gun.

So the air force, whether it can "hit and hold" or not, should not be tied to the machinery that operates entirely different weapons.
