Dr. Gloria E. A. Toote was sworn in as Assistant Secretary for Opportunity of the U.S. Department of Housing and Urban Development on June 21, 1973. She was nominated for this position by President Nixon on May 7, 1973 and confirmed by the Senate on June 1, 1973. 

Dr. Toote is respoosible for administering HUD's civil rights and equal opportunity programs in housing, employment and business opportunity.

Dr. Toote came to HUD from ACTION where she served as Assistant Director and directed the office of Voluntary Action Liaison from October 1971 through May 1973. In that capacity, she was concerned with developing private sector interest in ACTION programs, and encouraging citizen voluntary activities.

Prior to joining the Administration, Dr. Toote was President of Toote Town Publishing, Inc. and she was President of Town Sound Recording Studios, Inc. from 1966 and 1970. She engaged in the private practice of law in New York City and served with the law firm of Greenbaum, Wolff & Ernst. A native New Yorker, Dr. Toote is a former aide to New York Governor Nelson Rockefeller. She is a former member of the editorial staff of the National Affairs Section of TIME magazine.

A scholarship student at Howard University School of Law, Dr. Toote was the youngest graduate in history of that school when she earned her J.D. degree in 1954. She received her LL. M. degree from Columbia University Graduate School of Law in 1956.

Dr. Toote was active in community and civic affairs in New York City and has lectures extensively on civil rights and business law. She has been cited for her accomplishments by several organizations including the National Business League and by the Chamber of Commerce of the United States as one of the outstanding women in Federal positions. She is listed in WHO'S WHO, WHO'S WHO OF AMERICAN WOMEN, and WHO'S WHO OF FINANCE AND INDUSTRY.
