HUD/E.O. POLICY-

The Office of Equal Opportunity within the Department of Housing and Urban Development was established to pursue a wide range of efforts to enforce FAIR HOUSING AND EQUAL OPPORTUNITY LAWS. The policy of this Department has been mandated by statues and EXECUTIVE ORDERS. Included are Title VIII of the CIVIL RIGHTS ACT of 1968, Title VI of the CIVIL RIGHTS ACT of 1964-EXECUTIVE ORDERS 11063, 11478, 11625, 11246 and Section 3 of the HOUSING and URBAN DEVELOPMENT ACT of 1968.

This framework of legislative and executive authority provides HUD's OFFICE OF EQUAL OPPORTUNITY with the legal tools to effectively monitor and evaluate compliance with HUD's guidelines through VOLUNTARY EFFORTS OR ADMINISTRATIVE procedures.

The legal requirements and statutory responsibilities of the OFFICE OF EQUAL OPPORTUNITY mandates the pursuit of four (4) primary goals.
1- Assuring all Americans equal and unhindered access to the housing of their choice.
2-Ensuring that no person shall, on the grounds of race, color, creed or national origin, be excluded from participation, in, or be denied the benefits of, or be subjected to discrimination under any HUD funded activity.
3-Provide training employment opportunities for minorities/and for residents in HUD's project areas.
4-Ensure business opportunities for minorities and businesses located in HUD's project areas.

Two broad strategies have been adopted to pursue these primary goals:

B-Enforcement Pursuant to Adopted HUD Regulations
