Toles joined Continental in 1967 as equal employment officer and assistant director of public affairs, advancing to urban affairs director in 1974. Immediately prior to joining the baking company, he had served for eight years as associate director of the New York Urban League, and was elected chairman of the board of that organization for a two-year term in 1972 and in 1974.

He holds a Bachelor of Arts degree and a Master of Social Work degree from Howard University's Graduate School of Social Work, with major studies in community organization, group work and administration. Following graduation, he worked for many years in settlement house, community and human resources, and job development and employment in Poughkeepsie, N.Y., and the N.Y. metropolitan area. Toles has received numerous citations for his community, civil rights, equal opportunity and business accomplishments. Among these are the National Alliance of Businessmen Award — 1968; Martin Luther King Award — 1969; N.A.A.C.P. Distinguished Service Award — 1972; New York Urban League Distinguished Service Award — 1974 and 1975; and the Conference of Christians and Jews, Queens Chapter, Brotherhood Award — 1976. In addition, he has published several papers, the most recent being "The Development of Black Capitalism" — Forum. 1974, Jamaica, N.Y.

In 1974, he was elected to the Board of Directors of the New York Urban Coalition, the Westchester Day Care Council, and the Queens Symphony Society. Toles was elected Lieutenant Governor for New York State, Kiwanis International in 1973-74 and served as President of the Greater Jamaica Chamber of Commerce in 1975 and 1976.

He is a trustee of the First United Methodist Church, Hollis; serves on the Judicial Relations Committee, for the New York State Appellate Division, second and eleventh districts; is a director of the New York Urban League; is on the executive board of the Greater New York Council, Boy Scouts of America, is a member of the National Urban Affairs Council, and serves as vice president, N.Y. Region of the National Association of Market Developers. He is also active in One Hundred Black Men, the Masons, Elks, the N.A.A.C.P., and Omega Psi Phi, a national fraternity.

Toles resides in Hollis, N.Y., with his wife, Dr. Gloria M. Allen, one of the founders of, and chief of pediatrics, at George and Robert Carter Community Health Centers. The couple has two sons, William H. Toles, III, and Allen W. Toles, both students at Howard University.

During college, he was named an All-American football player while a member of the 1940 and 1941 teams at Johnson C. Smith University and Howard in 1946. He also played in the All-American Conference with the Brooklyn Football Dodgers from 1947-1949.

A native of Poughkeepsie, N.Y., he served with the North Atlantic Wing of the Air Transport Command, 38th Squadron, during World War II.
