to be in the vanguard of a movement to urge Congress to address the injustice of the lack of minority participation in the ownership of broadcast properties. He also pointed out the various sections of the proposal of the House Sub-Committee on Communications to rewrite the Communications Act of 1934 which should not be adopted. Included were matters such as the act of giving licenses in perpetuity which amounts to giving the public's property to private individuals; removing ascertainment from a station's responsibilities; without which Blacks and other minorities would never have their views sought out and would never have their concerns heard or aired; not requiring stations to operate in the public interest and removing all appeals of any license offenses from the District Court in Washington, D.C.and putting them in the local courts. "Positive Black images will not appear on TV without Black ownership" said Dilday, "and the proposed re-write does not address itself to Black ownership."

The Reverend Rhea E. Callaway, Founder of the organization, and three members of the eleven member Founding Committee, all of New York, were honored-Lois K. Alexander, Ellen Tarry and Alma Nomsa V. John.

Other speakers at the convention were Alexis Herman, Director of Women's Bureau, U.S. Department of Labor, Dr. Joan Wallace, Assistant Secretary of Agriculture for Administration, veteran newsman Mal Goode of the National Black Network, C. Delores Tucker, former Secretary of State of Pennsylvania and Barbara J. Gloudon, Deputy Director of Tourism for Jamaica, West Indies.

Elvira Rogers, Division Director of United Way of Southeastern Pennsylvania, is president of the Philadelphia Chapter of N.A.M.W. which hosted the convention.
