The Ninth Annual CBC Legislative Weekend Plenary and Workshop/Brain Trust Sessions were held September 21, 1979 on Capitol Hill. Registration began at 8:00a.m., the first session started at 8:30a.m. in Room 345 in the Cannon House Office Building. 

Chairwoman Cardiss Collins (D-III.) said, "For the past eight years, the Congressional Black Caucus has held issue workshops as part of the Caucus Legislative Weekend. These workshops served as forums for the exchange of information and ideas among some of the nation's most influential leaders and constituents with broad experience and knowledge. This year the need for the exchange is more important than ever."

She continued, "The theme of this year's CBC Legislative Weekend, in recognition of the International Year of the Child is "Children: Mankind's Greatest Resource." Therefore, each workshop, will focus on the impact of policies on the children of our country and of the world." Congressman Charles B. Rangel(D.N.Y), recently named by Speaker of the House, Thomas P. O'Neil as the congressional representative for the International Year of the Child, said, " We have asked Mrs. Jean Young, Chairperson of the National Commission on the International Year of the Child, to serve as the Honorary Chairperson for this year's Caucus Weekend." He further stated, "Mrs. Young will help turn our attention to the critical problems facing children of the nation and the world."

PLENARY SESSION I-Led by CBC Chairwoman Cardiss Collins (D-III.), Congresswoman Shirley Chisholm (D.N.Y), and Congressman Augustus F. Hawkins (D.Ca), began at 8:30 a.m. It consisted of Legislative Update on Black Families and Black Children, and discussions about the role of Black Families in shaping the politics of the '80s. Participants included Maria Wright Edelman, Director, Children's Defense Fund; Clarence Mitchell, Chairman Leadership Conference on Civil Rights, and Jesse Jackson, National Director, Operation PUSH. The tone was set at the beginning of the session by a film presentation produced by noted photographer Jeanne Moutousamy Ashe.
