The Under-Secretary disclosed that the Department of Interior controlled billions of dollars of projects in energy and other basic things which requires the services of blue collar trained engineers, chemists and scientists capable of translating their art into the energy picture of the 1980's. Reverend Joseph then traced a series of steps he was able to accomplish beneficial to Blacks since joining the department.

The Reverend Buster Soaries, a 27 year old religious leader of the new Jersey Leadership institute, electrified the undergraduate members of Sigma with a luncheon speech which called for them to take roles of leadership in all endeavors as Blacks proceed to gain their rightful place in the American life during the 1980's.
