MARSHALL J. SPURLOCK was installed as president of the National Black Health Planners Association (NBHPA) on October 18th at the Comprehensive Health Planning Council of Southern Michigan in Detroit.

Mr. Spurlock has been executive director of the Central Maryland Health Systems Agency, Inc., in Baltimore since April, 1979. The agency is one of 207 regional health planning and resource development agencies in the nation.

STEVE MOORE has been promoted to Director of Visitor Development at the Greater Houston Convention and Visitors Council (GHCVC). The announcement was recently made by the Council's President Leonard E. Rolston.

Moore, who joined the Council five years ago as a Visitor Development Specialist, was promoted to Manager of Special Projects in January this year. As Director of Visitor Development, Moore will be responsible for developing and implementing travel missions and familiarization tours for dignitaries, and will represent the Council at travel trade shows and conventions. Another important aspect of his position includes promoting Houston as a location for the film industry.

OTHA N. BROWN, Jr., was elected President of the Common Council of Norwalk, Connecticut. Brown, a 10 year veteran of the legislative body of the city becomes the first Black person to be elected to the post in the city, and reports indicate that he is the only one currently holding such a position in the state.

As Council President, the City Charter provides that Brown will preside over the Council in the absence, or inability of the Mayor, "and, in case of the death, resignation, absence, or inability of the Mayor, shall possess all powers and perform all duties of the Mayor until said Mayor shall return of be able to act or until another is elected and qualified in his stead."
