conformity with segregation as a way of life in America. On the greatest public and private issue of the century, most white Americans have been bamboozled. There is little or no freedom of the press on this basic issue, only cautious, equivocating, ambivalent expressions of defeatism, pragmatism and political expediency.

We in the NAACP cannot desert the real majority of Americans. We must be determined to call them out of their hibernation and awaken them to reality. We cannot give the first, second and last word to neo-conservatives, blind to matters relating to the morality of stemming racial abuse.

I trust that the remainder of this report, summarizing and highlighting the activities of the Washington Bureau, National Office and Branch and Field staffs, will give you some information about the NAACP's effort and specific programs to meet the challenges of the 1980's.
