1982 Recipient of The Seagram Vanguard Society Award

LUCILLE ROSE

Concern for the quality of urban life and for improving the interpersonal relations of city dwellers, has been the special province of Lucille Rose.
  
Her extraordinary grasp of urban affairs was recognized when she was named the Deputy Mayor of New York City (in 1977), the first women to achieve that rank in its history. Ms. Rose's 28-year career as a civil servant is distinguished by her work as Director of the New York City Department of Labor under Mayor Robert F. Wagner; Commissioner of the NYC Department of Employment under Mayor Abraham D. Beame; and her service in the administration of Mayor John Lindsay.
  
Her undertakings in community development and manpower training have included serving as an Executive Member of the Recruitment and Training Program; as a First Chairman, Bedford-Stuyvesant Model Cities Commission on Human Rights, which conducted bank interviews for "ghetto" areas. Presently, she renders part-time service as a manpower consultant.
  
In the area of human relations, Ms. Rose has engaged in a variety of activities. Currently she is President of the Board of the Catholic Interracial Council of New York and a Board member of the National Conference of Christians and Jews. In addition, she serves on the boards of the New York Urban League, the New York Urban Coalition and is the Chairman of the Salvation Army Advisory Council.
  
Among the awards she has received for her many activities are the Martin Luther King Jr. Humanitarian Award, Local 144, AFL-CIO Hotel and Hospitals Union; Adam Clayton Powell Community Service Award, Opportunities Industrialization Centers; Distinguished Citizen of the Year, New York Recorder; and the Distinguished Service Award, Catholic Interracial Council.
  
Ms. Rose was educated in New York City's Public School System and is a graduate of Brooklyn College. She earned her Master of Arts Degree in Human Resources and Manpower Development at the New School for Social Research Graduate School of Management and Urban Professions.
  
It is with great pride that the National Urban League Guild extends its congratulations to Lucille Rose as this year's Seagram's Vanguard Society Award winner in recognition of her many contributions in the area of urban affairs and human relations.
