The response from the Harlem public concerning our efforts to come up with a redevelopment plan acceptable to the community has been fantastic. Not only have Harlemites discussed the facets of this plan widely during the past year, but over 300 Harlemites have volunteered their services and are actively working on committees and councils. Since our last Conference on June 6, 1964, we have helped organize the Harlem Planning Council, the Harlem Cultural Council, the Harlem Business and Industrial Council, the Harlem Adult Council, and in the process of formation is the Harlem Image Council. Also, Columbia University has assigned 45 graduate architectural students and various full time and part time professors to research, analysis, consultation and planning.

I take this opportunity to express the thanks and appreciation of the District #10 Planning Board of the Office of the Borough President of Manhattan to all those groups and individuals who are helping Harlem to help itself.

We are now ready, I believe, to ask the community to vote on certain questions which can lead to some answers, For this reason, our Conference on June 5, 1965, will be a voting Conference, seeking, the community's wishes on some hard problems. These answers will be our guidelines for the next year.

I could not close this note of greeting without expressing my thanks to Borough President Constance Baker Motley and to her wonderful staff for lending us their loyalty, encouragement, cooperation, and their hearts.

I salute the members of Community Planning Board No. 10 and congratulate Mrs. Constance Baker Motley, the Manhattan Borough President, for the continuation of this Board. This example of how citizen participation in government can be utilized could well be followed by other communities throughout America.
