Commissioner of Parks Hecksher, Mayor Lindsay, and the Manhattan Borough President were present this fall to dedicate the completion of the fight. 

Yes, you can beat City Hall but it will take 26 years of persistence and determination and the will of a Hilda Stokely to do it.
