28. The medicaid program should be federalized with the Federal Government assuming full cost. Ceilings on spending which have the effect of rationing care, i.e., limiting enrollment for eligible individuals and families, should be avoided.

29. Adequate resources should be made available to community-based organizations for the design and implementation of local programs in community health education, physical fitness and disease prevention.

30. The relationship between poverty and early teenage parenting is becoming increasingly clear. Increased federal funding to support a variety of prevention, vocational and health related initiatives is needed. Special funds targeted to minority youth, so disproportionately represented among the unweded teen parent population, is a major need.
