Henry L. Gardner graduated from the University of Illinois at Urbana-Champaign in 1967 and received a Bachelor of Arts degree in Political Science and Speech. He earned a Master of Arts degree in Government from Southern Illinios [[Illinois]] University at Carbondale in 1969.

Mr. Gardner began his career with the City of Oakland as an Assistant Personnel Analyst in 1971. In 1973, he was promoted to Administrative Assistant in the Office of the City Manager. In 1976, he was promoted to Assistant to the City Manager, and in August, 1978, he was promoted to the position of Assistant City Manager. On June 1, 1981, he became City Manager of the City of Oakland. Mr. Gardner was the first Black to be appointed City Manager of Oakland. He was also the youngest person ever to be appointed to the position.

As City Manager, Mr. Gardner has overall administrative responsibility for all aspects of Oakland government. The City of Oakland has over 3,000 full-time employees and a budget of $200 million.

Mr. Gardner is a member of the American Society for Public Administration, a member of the International City Management Association, a member of the Alameda County City Manager's Association, a member of the Board of Directors of the Bay Area Black United Fund, a member of the Board of Directors of the Metropolitan YMCA of Alameda County, and a member of the Board of Directors of the Oakland Opera..
