and the pertinent question, [[underlined]] "is we free" [[/underlined]] asked by the Freedmen holding broken locks and empty pocket books in the their hand, remains unanswered, so far as that neighborhood is concerned. Another case occurred in the same neighborhood of the above. That Hairston knocked down Flemming, Colored, injuring his arm badly, this about the last of November. He reported the case at this office and was referred to L. Donnell J. P. who sent him to Mr. Harvey J. P. of Crawfordsville. Mr. H. stated he could do nothing as he had no Constable. Flemming reported again at this office and there the case was dropped Mr Donnell saying he could do no more at present. Such cases remaing with no power able to adjust them, it appears to me Crawfordsville should be garrisoned, if not inconcistant with the interest and orders of the Military, especially as there are more troop than is necessary at this Post.

Quite a number of children and old and feeble Freedmen have been brought in to this place from the Country the past week
