Dr. Milne Act Asst Surgeon Freedmens Bureau has arrived and taken charge of Hospital - Dr Parker was relieved on the 12th inst  "Smallpox" has made its appearance - We have five cases in city. A Post Hospital is being erected some distance from city. We have no medicines of any importance and not sufficient bed clothing. Dr. Milne will start to VBurg in morning to procure the necessary articles. Freedmen are now coming to me daily, asking if they will be permitted to make bargains for the ^[[insertion]] year [[/insertion]] "1866"  I believe by Christmas, many contracts will be received at Office for approval &c. I hear of no serious complaint in this section; all seems quiet. But from Choctaw Co Ala. [[underlined]] many reports [[/underlined]] of severe abuse to Freedmen are received - tis beyond my jurisdiction. Yet at times I take action
